Looked at this myself and realised Turkey does all in its power to make it virtually impossible, or at least financially disastrous. Probably better to buy a cheapie here.
On a more positive note I opted for a motorcycle- first a scooter, later a 700cc Honda.
Not relevant for you but maybe instructive of how things work here. Buying from a Honda dealer the service was remarkable- he arranged everything except insurance; delivered the documents and registration, number plate, etc to my local sigorta office within 3 days.
Had not fully decided but did so at Honda Fethiye, took no money nor cheque book. No problem, he called my bank in Dalaman, manager stayed after hours; bike was loaded on truck, I joined it & we travelled the 50 km to bank where manager paid from my account.
Me and bike delivered to my house. 2 hours from entering the dealership I was proud owner! When selling, business here can be done at lightning speed.
HOWEVER… the opposite is true for local government; incredibly slow, complex, inefficient and frustrating.
